Assignment Title: Preparation of an Environmental and Social Management Plan.

Reference No: SLLAP-177031-CS-INDIV

 

The Ministry of Lands, Housing and Country Planning (MLHCP), through the Ministry of Finance has received financing from the World Bank towards the cost of the Sierra Leone Land Administration Project (SLLAP), and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include the “Preparation of an Environmental and Social Management Plan. The estimated level of effort (professional man-months) for this assignment is two (2) months. Implementation is expected to commence on the 17th of April, 2023 and ends on the19th June, 2023.

The Ministry of Lands, Housing and Country Planning (MLHCP) through the Sierra Leone Land Administration Project (SLLAP) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • Relevant Academic Qualification
  • Relevant Work Experience
  • professional competencies

 

Criteria related to required qualifications and experience of the Consultant Include:

a)         At least a MSc in Environmental Science or Management, Sustainable Land Management, and/or any other relevant field, and must demonstrate documentary experience in social scientific analysis and experience in the construction sub-sector in environmental and social assessment, environmental and social management planning, sustainable management, socioeconomic and rehabilitation programs;

b)         Ten (10) years of relevant work experience with an emphasis on environmental and social impacts assessments in construction settings, and related areas;

c)         At least five (5) years of direct relevant experience in environmental safeguards issues in Sierra Leone is desired;

d)         Demonstrable experience with World Bank ESF policies and requirements, in particular ESS2 and ESS4;

e)         Proven experience in preparation of ESMP and ESIA, in minimum of five (5) previous assignments using the World Bank safeguards policies is essential;

f)          Familiarity with World Bank financed projects;

g)         Knowledge of land administration projects implemented in sub-Saharan Africa will be an advantage.

h)         Working knowledge of English.

 

The following professional competencies are also required:

a)         Ability to read and write excellent English and produce project reports in English for regular and continuous presentations to World Bank staff.

b)         Ability to guide and deliver the range of environmental safeguards management activities required by the project.

c)         Ability to interact with staff in the relevant implementing agencies. Effectiveness in analysing and resolving project implementation issues.

d)         Familiarity with the relevant Government procedures and regulations.

e)         High level of computer literacy, including Word, Excel, email and the internet.

f)          Strong communication skills and good interpersonal relations.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. 

 

A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.
