Assignment Title: - Selection and Employment of Consulting firm to Conduct Project Final (end line) Evaluation survey for LLRP I.
- The Federal Democratic Republic of Ethiopia, Ministry of Irrigation and Lowlands has received financing from the World Bank towards the cost of the Lowlands Livelihood Resilience Project (LLRP), and intends to apply part of the proceeds for consulting services.
- The consulting services (“the services”) include Final Project Evaluation survey of Lowlands Livelihood Resilience Projects (LLRP). The main objective of the end line survey is to measure changes brought about of the Lowlands Livelihood Resilience Project (LLRP) interventions outputs and outcomes achieved under project components and subcomponents against a set of indicators measured during the baseline survey, specific objectives, to measure the progress towards the PDO and intermediate outcome against the established baseline at household, community, rangeland, and institution levels, Assess the relevance, effectiveness, efficiency, potential impact as well as sustainability of the project in the changing resilience, sustainability and commercialization of PAP communities and PAP production systems including the factors and processes responsible for such changes and Identify implementation challenges/bottlenecks & draw key lessons learnt and formulate evidence-based recommendations to apply for LLRP II implementation and similar Project/ programme in future;
- The Lowlands Livelihood Resilience Project/Federal Project Coordination Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
- The short-listing criteria are: a consulting firm should have 10 years of similar experiences in conducting Project impact evaluation in Ethiopia or other similar countries, a consulting firm' should have excellent understanding and practical experiences of working in the pastoral and agro-pastoral areas of Ethiopia, demonstrate its proven experiences in project design, management and evaluation in areas of rangeland management, pastoral development, livestock development, and marketing, familiarity and deeper understanding of pastoralism and pastoral development dynamics in Ethiopia among the team leader and members, must provide evidence of quality and timely delivery of similar assignment in similar contexts, Excellent analytical and writing skills with a track record capacity for on-time delivery of tasks
and also, the shortlist criteria include Core business and years in business, qualification in the field of the Assignment, Technical and managerial organization of the firm. Interested firms should give information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)
- The attention of interested consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (Procurement Regulations) dated July 2016 and revised in November 2017, August 2018 and September 2023 latest edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
- The consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultants Guidelines.
