Assignment: Firm for Improving Climate Resilience Rural Road Asset Management

 

The Royal Government of Cambodia (RGC) has secured financing from the World Bank’s International Development Association (IDA) to implement the Second Cambodia Southeast Asia Disaster Risk Management Project (KH-SEADRM-2). This project focuses on the rehabilitation and upgrade of rural roads and enhancing disaster risk management practices related to rural development. RGC intends to apply part of the proceeds of this financing to payments under the contract for: Firm for Improving Climate Resilient Rural Road Asset Management.

The objective of this consultancy is to Assist in Incorporating disaster and climate risk information into road infrastructure planning and maintenance is recognized as an important strategic objective for the sustainability of the rural road network. In the light of the current status of the RRAMS and the available resources, this objective can be achieved most effectively through a two-phase programme which would be detailed in the Term of Reference.

The Ministry of Rural Development now invites eligible consulting firms to express their interest (EOI) in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, experience in the country/region, experience in similar type of assignments, experience with Multilateral Institution Financed Projects, specific experience, management structure and key company personnel, and so forth). Consulting firms may associate with each other to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The shortlisting criteria are:

    • Firm with at least ten years business experience, appropriate and sufficient capabilities, resources, and experience to execute the full scope of services to a high quality;
    • Maintain proven record in completing at least 2 similar assignments successfully;
    • Familiarity in CRM-DRM and climate change adaptation, preferably in Cambodia and Southeast Asia;
    • Collaborate with national firms, consultants or associates familiar with the local legislation, regulations, and other relevant local knowledge;
    • Availability of dedicated team comprised of international experts (with relevant experience in Cambodia or a country with similar context) and national experts (with the relevant expertise, qualifications and work experience); and
    • Experience managing similar services under multilateral funded projects.

 

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers Fourth Edition, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

A consulting Firm will be selected in accordance with the procedures of QCBS method set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Procurement Regulations for Borrowers under Investment Project Financing (IPF) dated July 1, 2016, revised November 2017 and August 2018 and November 2020 (Fourth Edition).
