Assignment Title: PRELIMINARY AND MAIN DESIGN OF REGULATION WORKS, LAND RECLAMATION AND REHABILITATION OF BOSNA RIVER COLLAPSED BANK AT THE WIDER URBAN SECTION OF SAMAC MUNICIPALITY

The Bosnia and Herzegovina has received/ financing from the World Bank toward the cost of the Sava and Drina River Corridors Integrated Development Program  (SDIP), and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include preparation of Preliminary and Main Design of rehabilitation of Regulation Works, Land Reclamation and Rehabilitation of Bosna River Collapsed Bank at the Wider Urban Section of Samac Municipality.

 

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

 

The Republika Srpska Ministry of Agriculture, Forestry and Water Management / Agriculture Project Coordination Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The shortlisting criteria are:

 

The Consultant shall be legal person with the following:

 

    • Appropriate licence for development or revision of technical documentation for hydrotechnical and structural phases for objects for which permit is issued by Ministry of Spatial Planning, Construction and Ecology of Republika Srpska;
    • The Consultant shall prove that in last five years (since 2019 to the moment of the publishing the tender document) has successfully finalized at least as follows:
    • Development of complex 1D and 2D hydrological and hydraulic models for the river basin over 4000 km2, and mapping flood risk and flood hazards and erosion in the basin and also developing the erosion control measures depending on calculated annual production of eroded material from the basin,
    • Analyses of changes in riverbed morphology including hydraulic calculations of bed load and suspended sediment with the aim of identifying location of sediment deposition in the riverbed and locations of deep erosions in the riverbed,
    • Development of the Preliminary Design and the Final Design on river regulation (river basin over 4000 km2) respecting torrential character with hydraulic calculations of fluid with suspended load, at least one of each in last 5 years.

 

The Consultant shall submit reference list presenting years of experience in designing hydraulic regulation works on the watercourses including capital objects for flood protection or water use on first category watercourses i.e. watercourses with the river basin area over 4000 km2, also indicating financial parameters for those projects

 

The Consultant shall prove availability of staff to perform the assignment.

 

The type of evaluation criteria that are used for the shortlist phase are the following:

 

  • Overall years of consultancy services (20 points)
  • Number of similar contracts (70 points)
  • Availability of staff to perform the assignment. (10 points)

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised November 2017 and August 2018) (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the QCBS- Quality and Cost Based Selection method set out in the Procurement Regulations.
