Republic of the Gambi a has received financing from the World Bank toward the cost of theElectricity Restoration and Modernization Project, and intends t o apply part of the proceeds for consultingservices.

The consulting services (“the Services”) overall objecti ve is to develop a strategic Masterplanfor the electricity sector of The Gambia, assessing current and future electricity demand&md ash;both supplied andsuppressed—, and establishing the medium and long-term investments in generation, and T&D necessary to meet the forecastnational electricity demand while meeting the specified reliability standards.

The Services include:< /p>

It is expected that the services will commence in the Summer of 2019 and will continue for approximately 9months. Es timated level of effort is 30 staff-months.

The detailed Terms of Reference (TOR) for the assignment can beobtained at th e address given below.

National Water and Electricity Company now invites eligible consulting firms(“Consultants&rd quo;) to indicate their interest in providing the Services. Interested Consultants should provideinformation demonstrating that the y have the required qualifications and relevant experience to perform the Services. Theshortlisting criteria are:

a)  ;    The firm awarded with this contract, and any staff participatingin this assignment, will not be directly connec ted with the Power Sector in the Gambia or have any conflict of interest which maypotentially bias their technical judgment in rela tion with the assignment. The Client reserves the right to reject proposals fromcompanies whose principal work is generation, trans mission, distribution, or large-scale consumption and/or sale of electricityin these countries. Companies will include in their pro posal either a comprehensive list of works in the power sector in therelevant countries in the last 5 years.

b) &nbs p;  The firm must have prior experience in the completion of atleast 3 consultancies similar to this consultancy, carried out during the past 5 years. The Consultant should provide a list ofsuch work and associated references.

c)      The firm should have experience in theregion.

The Qualifications and Experience of Key Experts shall not be includ ed in the shortlisting criteria. Key Expertswill not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III,paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for I PF Borrowers” July 2016(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whetherthe association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the j thint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will beselected in ccordance with the Quality-And-Cost Based Selection method set out in the Procurement Regulations.
